Joe Kogan is a Senior Financial Sector Expert at the IMF. He leads research on access to international capital markets and has supported Ghana in its domestic debt restructuring. He was previously Head of Latin American Strategy at Scotiabank in New York, where he advised institutional investors on fixed income securities in both sovereigns and corporates across Latin America and the Caribbean and supported the bond-underwriting business. Joe was also Senior Strategist for Emerging Markets at Barclays Capital and Lehman Brothers, where he covered Eastern Europe and Latin America. He has advised investors on a variety of distressed and restructuring situations including Ukraine, Venezuela, Argentina, Ecuador, Belize, and Jamaica.

Joe received a Ph.D. in business-economics from Harvard University, an M.A. in economics from Harvard University, and a B.A. in economics and mathematics from Princeton University. His dissertation at Harvard won the 2002 prize for best dissertation in international business awarded by the Stockholm School of Economics. Joe was a visiting professor at Universidad Católica in Santiago, Chile, where he taught MBA classes and conducted research on business strategy in developing countries. His research has appeared in top academic journals such as The Review of Economics and Statistics and Journal of International Business Studies. Joe Kogan was born in St. Petersburg, Russia.
